Residential State Supplement
RSS provides a financial supplement to eligible aged, blind, or disabled adults to pay for supportive living in an approved residential setting. The homes range from small adult foster homes to larger adult care facililties with s many as 16 beds. Applicants must be eligible for Medicaid. The RSS program also assists consumers to maximize their independence. RSS is designed to meet the needs of low income adults who need some supervision with activities of daily living, (such as bathing or grooming), or self-administration of medication. This consumer does not need the amount of assistance that they would receive in a nursing facility.
RSS HELPS INDIVIDUALS
- Whose medical condition is not severe enough to need the level of care provided in a nursing home.
- Who are at least 18 years of age and who are determined to be at least at a protective level of care and require help in a daily living but less than 24-hour a day supervision.
- Who are willing to move into a certified adult foster home, licensed adult care facility (family or group home) or licensed residential care facility.
- Who meet State of Ohio Medicaid financial eligibility requirements.
- Who live in Ohio.
- Who are citizens of the United States or legal aliens.
ASSESSMENT Each potential client must be assess by AAA staff to determine if he/she will meet eligibility requirements. AAA will assist the participant with locating appropriate homes. It is the responsibility of the participant, his/her family or authorized representative to select the facility that best meets his/her needs.
SELECTION The number of new registrants enrolled on the RSS program is based on criteria established by the State of Ohio. Registrants are selected based on the following criteria:
- Community referrals to the Area Agency on Aging and the Department of Job and Family Services
- All other referrals...
PARTICIPATION Each month, participants in the RSS program receive subsidy from the Ohio Department of Job and Family Services. The subsidy, combined with the participant's other monthly income, must be used to pay for the care received. Participants receive a monthly personal allowance.
Direct deposit to a bank may also be available. The RSS payment is sent directly to the participant, guardian, payee, not the facility. It is the participant's responsibility to make sure the facility is paid each month.

ENROLLMENT - Individuals enrolled in the program must reside in a certified adult foster home, licensed ACF (family or group home) or RCF (Residential Care Facility). Individuals requesting enrollment will have their names placed on the RSS registrant list for the Southeastern Ohio area. The individual will be contacted when an opening comes available and a staff person from the AAA will assess his/her eligibility for the program.
